Dredge each piece of chicken in the flour mixture, shaking off the excess, then dip it into the beaten eggs, and finally coat it with panko breadcrumbs. Place the coated chicken on a baking sheet.
Preheat your oven to 400°F (200°C).
In a large skillet, heat vegetable oil over medium heat. Fry the chicken pieces in batches until golden brown and cooked through, about 4-5 minutes per side. Transfer to a paper towel-lined plate to drain excess oil.
In a small saucepan, combine honey, soy sauce, rice vinegar, garlic powder, ginger powder, and red pepper flakes. Cook over medium heat until the mixture is heated through and slightly thickened, about 5 minutes.
In a large bowl, toss the fried chicken with the honey sauce until well coated.
Serve immediately, garnished with chopped green onions and sesame seeds.
