In a medium bowl, whisk together the eggs, milk, salt, and black pepper until well combined.
In a large skillet, melt 1 tablespoon of butter over medium heat. Add the egg mixture and cook, stirring gently until the eggs are scrambled and just set, about 3-4 minutes. Remove from heat.
In the same skillet, add the remaining tablespoon of butter and warm the tortillas for about 30 seconds on each side until pliable.
Lay each tortilla flat and divide the scrambled eggs evenly between them. Top with crumbled sausage and shredded cheese.
Roll up each tortilla tightly, starting from one end and tucking in the sides as you go.
Place the roll-ups seam side down in the skillet over medium heat and cook for 2-3 minutes on each side until golden brown and the cheese is melted.
Remove from the skillet and slice in half. Serve warm with salsa or hot sauce if desired.
