Preheat your oven to 350°F (175°C). Grease a 9x13-inch baking pan or line it with parchment paper for easy removal.
In a medium bowl, whisk together the flour, baking soda, and salt. Set aside.
In a large mixing bowl, cream together the softened butter, granulated sugar, brown sugar, and vanilla extract until light and fluffy.
Add the eggs one at a time, mixing well after each addition.
Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
Fold in the chocolate chips.
Spread half of the cookie dough evenly in the prepared baking pan. Drizzle half of the caramel sauce over the dough.
Drop spoonfuls of the remaining cookie dough over the caramel layer, then drizzle the rest of the caramel sauce on top.
Sprinkle the sea salt over the top.
Bake for 25-30 minutes, or until the edges are golden brown and a toothpick inserted in the center comes out with a few moist crumbs.
Allow the bars to cool in the pan for at least 15 minutes before cutting into squares.
