Preheat your oven to 350°F (175°C). Line two baking sheets with parchment paper.
In a medium bowl, whisk together the flour, cocoa powder, baking soda, and salt. Set aside.
In a large bowl, beat the softened butter, granulated sugar, and brown sugar together until creamy and smooth, about 2-3 minutes.
Add the eggs one at a time, mixing well after each addition, then stir in the vanilla extract.
Gradually add the dry ingredients to the wet ingredients, mixing until just combined. Fold in the chocolate chips.
Using a cookie scoop or tablespoon, take a portion of dough and flatten it slightly in your hand. Place 2-3 mini marshmallows in the center and wrap the dough around them, rolling it into a ball. Repeat with the remaining dough.
Roll each cookie ball in powdered sugar before placing them on the prepared baking sheets, spacing them about 2 inches apart.
Bake for 10-12 minutes, or until the edges are set but the centers are still soft.
Allow the cookies to cool on the baking sheets for 5 minutes before transferring them to a wire rack to cool completely.
