- In a large skillet over medium heat, cook the ground beef until no longer pink, about 5–7 minutes. Drain excess grease.
- Sprinkle the taco seasoning over the cooked beef, add water per packet directions, and simmer for 3–5 minutes.
- In a mixing bowl, blend the cream cheese until smooth, then mix in the salsa.
- On a tortilla, spread a generous amount of the cream cheese mixture, top with seasoned beef and cheddar cheese.
- Fold in the sides of the tortilla and roll tightly, seam-side down on a greased baking tray.
