  2. Chop the cauliflower, broccoli, and carrots, then steam for 5-7 minutes until tender-crisp.
  3. In a medium saucepan, melt the butter, stir in the flour to create a roux and cook until light golden.
  4. Gradually whisk in the warm milk, cooking until the sauce thickens.
  5. Stir in garlic powder, nutmeg, salt, pepper, cheddar, and parmesan cheeses until melted.
