- Preheat the oven to 350°F (175°C).
- Grease a 9x13-inch baking dish using cooking spray or butter.
- Spread the thawed hashbrowns evenly across the bottom of the baking dish.
- Crumble the cooked sausage over the hashbrowns.
- In a mixing bowl, combine half of the cheddar and mozzarella cheeses and sprinkle over the sausage.
- In a separate bowl, whisk together the eggs, milk, salt, pepper, and garlic powder.
- Pour the whisked egg mixture evenly over the layered ingredients in the baking dish.
- Top with the remaining cheddar and mozzarella cheeses.
- If using, scatter the optional bell peppers and onions over the cheese layer.
- Bake for 45-50 minutes until the top is golden and a toothpick comes out clean.
- Cool for 5-10 minutes before serving.
